New Israel Fund and Foreign Government-Sponsored Activity by Foreign Agent Organizations in Israel Against Israel and Israel Defense Forces Soldiers

A “Foreign Agent” organization is an organization that receives funding from foreign countries and entities to conduct political activities inside Israel in order to interfere with its internal democratic process. This report is dedicated to:

•  The victims of terror
•  The bereaved families
•  Those injured in acts of terror
•  The brave soldiers of the Israel Defense Forces who selflessly protest the people of Israel on land, in the air, and at sea

This folder contains a collection of findings regarding the activities of various people and organizations. The data is based on information that was available at the time the research was performed.

We clarify that even though vast efforts were put into the editing work, it is possible that there may be additional sources which might have been able to affect the results of the research and which did not make it into our possession. In order for the material in this booklet to be exact, we are grateful to anyone who has in their possession additional information which they can bring to our attention. If changes are required as a result of information received, we will take care to update you with all possible speed and attempt to inform those who have been exposed to the previous information.

All the names of donors and grants were taken directly from the official website of the Israeli Registrar of Amutot (Non-Profit Associations), and/or the financial reports of the American organization, the “New Israel Fund (NIF)”, and/or the Palestinian foundation “The Human Rights and International Humanitarian Law Secretariat”, and no change was made to the information. The data from the website of the Israeli Registrar of Amutot (Non-Profit Associations) is available to the general public only from 2012 and onwards, therefore it should be taken into account that foreign government entities have been funding the Foreign Agents for many years with millions of dollars that have not been recorded in this document.

It is likely that there are Foreign Agent organizations that reported only a part of the support which they receive from foreign government entities. In addition, there a number of Foreign Agent organizations that are frequently supported by foreign governments and that have not filed the reports as required by law. Anyone who has further or additional information that does not appear in this booklet is invited to contact us on the matter and we will take steps to update this with all possible speed.

Executive Brief

“Foreign Agents” is the name of the 2015 research report published by the Im Tirtzu movement, examining and summarizing a report on 20 Israeli organizations perceived by the Israeli public as “left wing organizations” or as “human rights organizations”. The findings show that, in reality, they are neither the former nor the latter, but in actuality are Foreign Agent organizations.

We are dealing with politically-motivated propaganda organizations operating from within Israel (with the help of vast amounts of foreign funding) against Israeli society, IDF soldiers, and the state’s ability to defend itself in its ongoing war on terror. The common denominator shared by the overwhelming majority of these organizations – apart from European funding – is the financial and operational backing provided by the US-based New Israel Fund (NIF).

Some of the organizations even receive hundreds of thousands of dollars from Palestinian foundations. Of the 20 Foreign Agent organizations examined, 17 are supported by the New Israel Fund and 4 organizations legally defended terrorists or the families of terrorists, some of whom attacked Jews in this most recent wave of terror. Four of the organizations benefit from 15 National Service positions. In the Jewish state of 2015, one can perform National Service in a Foreign Agent organization defending terrorists, filing charges against soldiers or defaming Israel at the United Nations with the claim that Israel is an Apartheid state.

The “Association for Civil Rights in Israel”, for example, which has National Service positions, is supported by a Palestinian foundation based in Ramallah that goes by the name of the “Human Rights and International Humanitarian Law Secretariat” (which recently provided another $50,000 to the organization). The “Association for Civil Rights in Israel” assisted the terrorists Subhi Abu Khalifa and Shuruk Dawiyat, who stabbed Jews in the most recent wave of terror. The Association is working towards restoring academic studies for terrorists in Israeli prisons, and was a part of a coalition of organizations working in the Israeli Supreme Court on behalf of Shawan Jabarin, an activist in the “Popular Front for the Liberation of Palestine” (PFLP). “Physicians for Human Rights – Israel” (also supported by the Ramallah foundation) campaign across the globe accusing the IDF of “torturing and abusing Palestinians” and committing war crimes. They also are working to cease the IDF’s practice of targeted killings. In the past, they provided joint sponsorship of an exhibition which presented descriptions of IDF soldiers supposedly shooting Palestinian civilians and others. “Rabbis for Human Rights” is also supported by the same foundation located in Ramallah, as are the “Public Committee Against Torture in Israel”, “HaMoked: Center for the Defence of the Individual” and others.

“B’Tselem”, which benefits from hundreds of thousands of dollars a year from foreign political foundations, also benefits from National Service positions. The same Foreign Agent organization frequently appears in the world media in order to accuse Israel of committing war crimes.

“Adalah” represents, along with another Palestinian organization (Al-Dameer), the family of terrorist Fadi Alon who stabbed a Jewish minor in Jerusalem this past October, and also works against the revoking of citizenship of terrorists from East Jerusalem, and from its very foundations actively opposes the Jewish nature of the State of Israel. It is considered a flagship organization of the New Israel Fund, and of course also benefits from hundreds of thousands of dollars arriving from Ramallah and from Europe.

Recently, the Israeli Supreme Court turned down no less than seven appeals filed by the Foreign Agent organization, “HaMoked: Center for the Defence of the Individual”, on behalf of terrorists. Appeals that wished to prevent the destruction of the houses of terrorist murderers. For example, the destruction of the houses of the murderers of Danny Gonen, Malachi Rosenfeld and the couple Na’ama and Eitam Henkin. In 2014, “HaMoked: Center for the Defence of the Individual” filed appeals against the destruction of the house of the murderer of Police Chief Superintendent Baruch Mizrahi. This appeal was turned down as well.

“Breaking the Silence”, following Operation “Protective Edge”, published a booklet of “testimonies” of combat soldiers in which they alleged that the Israel Defense Forces committed war crimes. For the production of the report the Palestinian organization “Human Rights and International Humanitarian Law Secretariat” paid up front approximately $300,000. Hamas used some of those same “testimonies” when it called on the United Nations to investigate the Israel Defense Forces of having committed war crimes. The “Breaking the Silence” website states that “Breaking the Silence is an organization of veteran combatants who have served in the Israeli military since the start of the Second Intifada and have taken it upon themselves to expose the Israeli public to the reality of everyday life in the Occupied Territories.”

If the State of Israel wishes to continue to exist as an independent, Jewish and democratic state, it will have no choice left but to dismantle those propaganda organizations working from within Israel and supported by foreign funding. The State of Israel needs also to block the financial flotilla provided to these organizations by the New Israel Fund, which, as demonstrated in the following pages, plays a central role in funding and supporting a multitude of organizations acting against the State and endangering the lives of Israel’s citizenry and security forces.

They have also raised a significant debate about these matters, and we believe these activities will strengthen democracy in Israel.”

Breaking the Silence

  1. The Palestinian foundation, “The Human Rights and International Humanitarian Law Secretariat”, operating in Ramallah, noted in a report published in 2015 that it paid “Breaking the Silence” in order to bring them at least one negative testimony against the IDF. “Breaking the Silence” provided 57 testimonies.[1]
  2. The same Palestinian foundation from Ramallah noted that the main purpose of the core grant to “Breaking the Silence” is the propaganda campaigns the organization holds in Europe and in the United States, among popular opinion leaders, politicians and the Jewish community in order to change the public opinion on the IDF and the State of Israel.[2]
  3. The same Palestinian foundation from Ramallah paid “Breaking the Silence” in order to investigate the alleged war crimes which the IDF soldiers committed during Operation “Protective Edge”.[3] Thanks to the grant, “Breaking the Silence” released a report on Operation “Protective Edge”.[4]
  4. This year, Hamas admitted that they used the “Breaking the Silence” report on Operation “Protective Edge” for the purposes of its warfare against Israel.[5]
  5. This year it was reported that foreign government entities paid “Breaking the Silence” to reach “as many soldiers as possible” to testify that they carried out actions which harmed human rights.[6]
  6. In 2015, the organization held at least 9 events around the world, whose purpose was to accuse the IDF of committing war crimes. Two of the events took place in Scotland. One was under the auspices of the anti-Israeli organization MAP (Medical Aid for Palestine).[7] The other was for the radical anti-Israeli party SNP (Scottish National Party). Additional events took place in Zurich – Switzerland[8], Luxemburg[9], Madrid – Spain[10], three events in the United States[11][12][13], Holland, and more.
  7. This year, videos were released showing how “Breaking the Silence” lie during their tours regarding “war crimes” committed by the IDF.[14]
  8. An Anti-Semitic campaign was based on a lecture by “Breaking the Silence”.[15]

B’Tselem

  1. The Palestinian foundation, “The Human Rights and International Humanitarian Law Secretariat”, operating in Ramallah, paid the “B’tselem” organization in order to investigate the behavior of IDF soldiers during Operation “Protective Edge”.[16]
  2. The Palestinian foundation reported this year that “B’tselem” leads the international legal battle against Israel overseas[17], in addition the Palestinian foundation this year took pride in the fact that “B’tselem” maintains close relations with the IDF, and that “B’tselem” gave two lectures before the soldiers of the IDF Spokesperson’s Unit and the Military Advocacy.[18]
  3. The Palestinian foundation reported that they funded a lobbyist on “behalf of B’tselem” in the Israel Knesset.[19]
  4. “B’tselem” provided false reports of stone throwing events this year.[20]
  5. “B’tselem” works towards preventing the demolition of terrorists’ houses.[21][22]
  6. “B’tselem” was quoted dozens of times in the report of the United Nations’ Independent Commission of Inquiry on the Gaza Conflict, after determining that Israel committed war crimes during Operation “Protective Edge”.[23]
  7. The CEO of “B’tselem” lies and claims that the IDF commits war crimes.[24]
  8. In the recent wave of terror, “B’tselem” condemned the killing of terrorists, calling it “execution”.[25]

Association for Civil Rights in Israel (ACRI)

  1. A Palestinian foundation from Ramallah transferred funds to ACRI.[27]
  2. ACRI defended the terrorists Subhi Abu Khalifa and Shuruk Dawiyat, who stabbed Israeli civilians during the recent wave of terror in Jerusalem.[28]
  3. ACRI is a member of a coalition whose members include Palestinian organizations, some of which are in contact with terrorist organizations.[29]
  4. ACRI works towards restoring permission for terrorists in Israeli prisons to resume academic studies.[30]
  5. ACRI is working with the Israeli Attorney General with the request that police and soldiers who opened fire on terrorists be investigated.[31]
  6. ACRI accuses Israel of severe violations of human rights and war crimes.[32][33]
  7. ACRI objected to the outlawing of the “Islamic Movement in Israel”.[34]

Adalah

  1. A Palestinian foundation from Ramallah transferred hundreds of thousands of dollars to “Adalah”.[36]
  2. “Adalah” represent, alongside a Palestinian organization (Al Dameer), the family of terrorist Fadi Alloun.[37]
  3. “Adalah”, alongside the “Association for Civil Rights in Israel” defended the terrorists Subhi Abu Khalifa and Shuruk Dawiyat, who stabbed Israeli civilians during the recent wave of terror in Jerusalem.[38]
  4. “Adalah” works against revoking the citizenship of terrorists from East Jerusalem.[39]
  5. “Adalah” holds Observer status at the United nations, and from there works to isolate the State of Israel in the world.[40][41]
  6. “Adalah”filed a lawsuit on behalf of the Al Midan Theater in Haifa, which presented the play “A Parallel Time”, which deals with materials edited and inspired by the terrorist Walid Daka, one of the murderers of the kidnapped soldier Moshe Tamam.[42]
  7. “Adalah”objected to the outlawing of the “Islamic Movement in Israel”.[43]
  8. “Adalah”and the Palestinian organization Al Dameer (the head of which has participated in terrorist activity) demanded to investigate the death of the terrorist Muataz Awisat.[44]
  9. “Adalah”and the Palestinian organization Al Dameer (the head of which has participated in terrorist activity) demanded to investigate the death of the terrorist Fadi Alloun[45] – in addition, “Adalah” commemorates the terrorist Fadi Alloun, who stabbed a 15 year old boy.
  10. During the most recent wave of terror, “Adalah” worked against the actions of security forces to mitigate acts of terror.[46][47][48][49][50]
  11. “Adalah” accuses Israel of committing war crimes.[51]
  12. “Adalah”presented a report to the United Nations’ Independent Commission of Inquiry on the Gaza Conflict, in which it accused Israel of committing war crimes and sought to prosecute Israeli officials.[52]

Yesh Din

  3. “Yesh Din” accuses Israel of committing war crimes.[58]
  4. The legal counsel for “Yesh Din – Volunteers for Human Rights”, [Michael Sfard]defended elements of the Palestinian Liberation Organization (PLO) in Federal Court in New York this past year.[59]
  5. The organization takes an active part in the actions of the Foreign Agent organization “Breaking the Silence”.[60]
  6. Yossi Gurvitz, who works as a writer on the “Yesh Din” blog, accuses the IDF of war crimes[61], claims that the government of Israel is a “terrorist government”[62], claims that the IDF is a terrorist organization[63], calls for a boycott of Israel[64],and claims that Israel is an Apartheid state.[65]

HaMoked: Center for the Defence of the Individual

  1. “HaMoked: Center for the Defence of the Individual” receives hundreds of thousands of dollars from a Palestinian foundation in Ramallah.[67]
  2. “HaMoked: Center for the Defence of the Individual”filed appeals against the destruction of the houses of 12 terrorists[68], included among them the murderer of the Henkins, the murderer of Malachi Rosenfeld, the murderers of Danny Gonen, the murderer of Yeshayahu Krishevsky, the murderers of Aharon Banita-Bennett and Nehemia Lavi.[69]The access road to Avnei Hefetz, for instance, where a husband and wife were severely injured in a shooting attack on December 9th, 2015, by terrorists who opened fire on them from a moving car, was opened following an appeal by “HaMoked: Center for the Defence of the Individual”.[70]
  3. “HaMoked: Center for the Defence of the Individual”is a member of a coalition whose members include Palestinian organizations, some of which are in contact with terrorist organizations.[71]

Public Committee Against Torture in Israel (PCATI)

  1. PCATI receives hundreds of thousands of dollars from a Palestinian foundation in Ramallah.[75]
  2. PCATI is a member of a coalition whose members include Palestinian organizations, some of which are in contact with terrorist organizations.[76]
  3. PCATI works on making it harder for the security forces to interrogate terrorists.[77]
  4. PCATI wishes to prosecute the security forces.[78]
  5. The CEO of PCATI, Yishai Menuhin, accuses the Israel Security Agency (Shin Bet) and Israel Security Agency agents of forced recruitment of agents, preparing a targeted killings list, performing executions and torture.[79]
  6. PCATI objected to the outlawing of the “Islamic Movement in Israel”.[80]

Physicians for Human Rights-Israel (PHR-IL)

  1. PHR-IL is supported by hundreds of thousands of dollars from a Palestinian foundation based in Ramallah.[83]
  2. PHR-IL works on behalf of terrorists in Israeli jails.[84][85]
  3. PHR-IL accuses the IDF of intentionally firing on Palestinian medical teams and term the current wave of murderous terror a “wave of protest”.[86]
  4. PHR-IL worked on behalf of the hunger-striking terrorist Mohammad Allan as well as on behalf of Khader Adnan.[87]
  5. PHR-IL worked in the Israeli Supreme Court to prevent the destruction of the house of the terrorist who murdered Police Chief Superintendent Baruch Mizrahi.[88]

  4. Yoram Blachar, leader of the World Medical Association during 2008-2009 called “Physicians for Human Rights-Israel (PHR-IL)” a “radical political group disguised as a medical organization”.[93]

Rabbis for Human Rights

  2. “Rabbis for Human Rights” is a member of a coalition whose members include Palestinian organizations, some of which are in contact with terrorist organizations.[95]
  3. The CEO of “Rabbis for Human Rights”, Arik Ascherman, was convicted of interfering with the work of a police officer while resisting the destruction of a terrorist’s house.[96]
  4. “Rabbis for Human Rights” led an international campaign presenting Israel as an anti-Semitic state with regards to its treatment of the Bedouins in the Negev.[97]

  2. “Gisha – Legal Center for Freedom of Movement” accuses Israel of violations of international law and of committing war crimes.[99]
  3. “Gisha – Legal Center for Freedom of Movement” organization works towards cancelling the prohibition banning importing (commercial quantities) of materials which can be used for terror tunnels.[100][101][102][103]
  4. “Gisha – Legal Center for Freedom of Movement” published an international report placing full responsibility for the situation in the Gaza Strip on Israel.[104]

Excerpts from the Annual Report by “The Human Rights and International Humanitarian Law Secretariat”, published in 2015[162]:

  • “Breaking the Silence (BTS) presented a unique proposal for emergency funding whereby BTS attempted to interview (collect testimonies) from Israeli soldiers who were engaged in the war. BTS were very cautious about how effective their work would be at the peak of the conflict. At first, they were not even sure they would be able to interview soldiers or even feel safe to issue testimonies. The Secretariat was ready to accept even one testimony. Over the course of this project, BTS collected 57 testimonies from soldiers who were engaged in the war, which in itself was a huge success for this project. The testimonies collected are from a wide range of units who participated in the war from the Israeli Air Force, Navy and ground-troops. Early investigation teams also succeeded in reaching Israeli soldiers and officers who were based in headquarters and command centres in different brigades, the Gaza division and other control rooms… As part of the core funding support of the Secretariat, BTS is planning to address these issues in a public advocacy campaign which will be launched locally and internationally following the release of the report… The campaign will include: Publication material in English and Hebrew; Testifiers press conference; New/social media activities surrounding the findings of the investigation locally and internationally; Advocacy tours to Europe and the U.S. to meet with decision makers, parliament members, diplomats, Jewish public figures, media and civil society in order to disseminate the findings of the investigation.
  • BTS reported that they have witnessed a small but significant shift in the opinion of liberal Jewish communities in the U.S. regarding the Israeli army’s policies in Gaza and the occupation as a whole.
  • Several core partners (Adalah, Al Mezan, B’tselem, PWWSD, Yesh Din, WCLAC, WAC, Breaking the Silence) trained journalists to be able to serve the media as HR analysts and media and communication staff on good practice in campaign management and on HR/IHL in order to use the HR vocabulary correctly when describing the HR situation in the oPt [Occupied Palestinian Territories].
  • 17 cases filed by HaMoked regarding house demolitions reached Israeli courts.
  • Adalah filed 14 complaints with Al Mezan to Israeli authorities to demand the opening of independent criminal investigations into suspected war crimes and crimes against humanity by the military. In September, the Israeli Military Advocate General (MAG) announced that he would open investigations into two of the cases filed: 1) the targeting and killing of four children on a beach in Gaza; and 2) an attack on an UNRWA school resulting in killings of civilians in a safe haven. Adalah is continuing to follow-up other complaints.
  • PCHR’s [Palestinian Center for Human Rights]legal unit succeeded in helping five prisoners to get released from Israeli jails.
  • Also, 59 prisoners from the Gaza Strip received legal aid.
